Tree removal in Avonsleigh

Avonsleigh is mostly rural conservation land under Cardinia's northern hills overlay. A permit here can need an environmental report, so it helps to know what one asks for.

The rule in Avonsleigh

Sixteen of the 25 points we sampled fell inside Avonsleigh, and all but one, a road, were under a Cardinia overlay that controls vegetation. ESO1, the northern hills overlay, covered 12 and the Puffing Billy corridor overlay SLO1 covered 8. Neither has a size threshold.

Any size
Trees need a permit, and so do shrubs and understorey, unless an exemption covers them.
10 m6 m
Drawn to scale around a 12 m by 9 m house. The dashed ring is a state rule; the solid ring is a council overlay.
6 m
Around an existing house, 6 m is exempt if the lot is smaller than 0.4 ha. Your title shows the area.
10 m
The 10/30 rule for a house built or approved before 10 September 2009. All 16 points were bushfire-prone and under the Bushfire Management Overlay, which adds a 50 m rule for clearing everything except trees. How both work.

ESO1 also lets go the part of a tree over a home's roof where fire protection needs it, normal pruning, and the weeds it lists. Dead trees matter to it as habitat. They go only after a council officer has assessed them, and a standing dead tree 40 cm or more across stays under the permit.

What an ESO1 application asks for

Twelve of the 16 points were in the Rural Conservation Zone, and ESO1 is written for that kind of land. It aims to keep hollow-bearing trees, remnant bush and the corridors animals move along. An application to remove native vegetation under it needs, among other things:

  • a photo or a site plan to scale, showing what is to go
  • each tree's species and trunk size, measured as a diameter 1.3 m above the ground
  • where any hollow-bearing trees are
  • how removal was avoided or kept to a minimum
  • an environmental assessment report by a suitably qualified person

On a block of 0.4 ha or more, the state's native vegetation clause can need its own permit as well. The council's planning team can say which apply.

A guest house name

The post office opened in 1902 as Koenig's. It was renamed Avonsleigh in 1911, after a guest house owned by J. W. Wright, and closed in 1985. The Avonsleigh Church of Christ on Avon Road (HO13) has heritage tree controls, so a tree there needs a heritage permit whatever its size.

Tell us where you are and what needs doing. We pass it to a local arborist who works in the hills. They ring you back to talk about the job.

What's the job?

How tall the tree is, how close to the house, or whether you can get a truck in.

A photo of the whole tree and one of what's around it help with the quote.

Your name, number, what you write and your photos reach us by email and go on to a local arborist who works in the hills, and to no one else. We keep a note that a request came in, with the time, the page, the suburb and the job, so we can count them. Privacy.
